FOXBOROUGH — April 27, 2026 — Foxborough Finance Committee previews 19-article warrant ahead of May 11 town meeting. At a Monday noon session, Town Manager Brandon Ransom described the proposed fiscal year operating budget of $106,442,430, a 4.01 percent increase, covering all municipal operations from general government through water and sewer. A $1 million free-cash appropriation for a Taylor Elementary School feasibility study — required under the Massachusetts School Building Authority process — will go before residents, with MSBA reimbursement possible but not guaranteed. Town Planner Catherine Cristiano walked the committee through the proposed Neponset Avenue Overlay District, a five-parcel mixed-use framework that she said would steer development away from a default of wall-to-wall general industrial uses, and a full rewrite of the earth removal bylaw shifting permit authority from the Select Board to the Planning Board with new groundwater and contamination oversight. The Advisory Committee voted to support Articles 4 through 19; town meeting convenes May 11 at 7 p.m. at Foxborough High School.
