Foxborough Conservation Commission Continues Spring Street Wetlands Hearing to July 13

FOXBOROUGH — June 22, 2026 — Foxborough's Conservation Commission continued a Spring Street wetlands case for the second time, awaiting a revised site plan before it can issue an order of conditions. The commission voted unanimously to push DEP File 157-671, concerning site alterations made near a brook at 56 Spring Street by owner Marlos Serrano, to its July 13 meeting at 7:20 p.m. Karen Skinner-Katroni, representing Serrano, presented a plan showing 950 square feet of native planting mitigation but commissioners identified four unresolved items: a missing tree line, an unlabeled stone retaining wall, no construction detail for the stone infiltration trench designed to capture driveway runoff, and a suggested reshaping of the mitigation area to close gaps in the buffer. Abutter Tom Oleksic of 52 Spring Street told the board the steep, largely revegetated-to-gravel slope toward the brook remained his "primary concern." A compost-sock erosion control structure was scheduled for installation June 23. Conservation Agent Craig — on paternity leave since June 10 — is expected back June 25 and will need to review the final submitted plan before the case can close.
