Foxborough Planning Board Approves Contractor Yard Permit With March 31 Cleanup Deadline
FOXBOROUGH — January 22, 2026 — Foxborough Planning Board approves long-contested contractor yard permit with strict cleanup conditions. The board voted unanimously to approve a site plan and special permit for Jay Cook Realty LLC at 0 East Belcher Road, capping nearly three years of enforcement action that began with Building Commissioner Shippy's February 2023 order. Zoning Board of Appeals Chairman Barnett Overt, who attended and addressed the board, said Cook is currently in technical violation of a court agreement for judgment modified just weeks earlier, which limits the site to 26 business vehicles and 14 customer vehicles on parcel one. The board set a March 31, 2026 deadline for removal of all non-compliant vehicles and an October 1, 2026 deadline for completion of all grading, fencing, and pallet racking work. Separately, the board approved a special permit allowing Foxfield Auto at 100 Central Street to sell no more than three previously owned vehicles, and heard urgent testimony from Historic Commission and Design Review Board members warning that large-scale duplex construction is erasing the character of the town's R15 residential neighborhoods.
